IMS: Can it work? (really)

So everyone, I am a ZS over the Backroom at a mid side western Wal-mart. I Have tried and tried to get our store on board with the IMS program, but have run into many obstacles. Mostly people. The tools are there for things to work with this program, but no one understands it. There was insufficient training across to board for a truly simple idea. So I am asking everyone, what aspects of the program have worked for you? Is there anyone who is "fully" comliant and running an "A" scorecard? A real one, not the faking of audits and ghost picks from the steel ect.  If so lets swap some knowledge. I have a good plan for getting a store on board, and I think it would work, but it requires management to do alot of following up and training, so I cant get my SM to take the idea seriously. So I have to do this myself. Anyone with anything on it, please post.

I'm in a small (100k sq ft) Div 1 store. We have 2 o/n ICS associates and 3 1st -shift ICS associates. Our night score card is always at 100%, days is as well, but it is our belief that they cheat the system a bit.

What problems are you running into, exactly?

Well, the primary problem seems to be that our store is twice the size of yours, and we are running the same size ICS teams as you are. Cant get the job done. I have toured the back with the market manager several times and he has offered me options to staff up, requisition more steel for the back, and change out crew members who do not take their job seriously. But the SM wont back me up and do the things we have been approved to do, so I am at a loss. Fortunately for me, The market manager seems to realize this, and sees that I have put everything through as far as I can as a OZS, and now its up to the SM. So the heat is off me there, but its not getting done. So as far as I can tell we are just waiting to take action on these steps to rectify the issues. If our crappy SM doesnt get one board maybe Market will change him out with someone a little braver, willing to face problems head on instead of letting good sales take the heat off him.

We basically get 100%s on everything (except bin audits) except for days when associates aren't able to fully follow their routine.

The problem we have continues to be that on a daily basis there is someone along the way that doesn't know/doesn't want to bin/pick/stock things properly. It's taken a lot of diligence and long hours on everyone's parts to get things where they are.
And apparently, we're not even half way to where we are supposed to be.

Don't want to upset anyone, but........... I work craft, fabrics, staionary. I can going in the back and dump bins and bring back about 5 boxes off of a blue cart. The rest went out without a problem. The system is not working. It is a good system. I don't know if dm's think if they say the max shelf is 2 when they can put out 4, will help their over stock or if the o/n stockers are just not putting it out. I think it is some of both.
